(KRON) – A bounty hunter has been charged with second-degree murder in connection with a fatal shooting on March 19, the Newark Police Department said Thursday. The victim was a man who did not appear in court.

Newark police said Bail Fugitive Recovery Agent Charles Price, 49, of Foresthill, and a bail bond agent were trying to locate the man when an altercation occurred. After an exchange of fire, the man was shot and died in a hospital.

The victim was identified as 42-year-old Richard Turner of the Bay Area. Police said in March that Turner failed to appear in court while the felony weapons charges were pending, making him a fugitive.

Both weapons involved in the shooting were recovered and used as evidence. According to NPD, Turner’s gun appeared to be a “ghost gun.”

The Alameda County District Attorney’s Office worked with the NPD and the California Department of Insurance on the case. The NPD was investigating the circumstances that led to the shooting.

The DA’s office charged Price with second-degree murder. He was arrested Thursday by the Placer County Sheriff’s Office and taken to the Santa Rita Jail.
