Indian teenager rapes baby, father chops off his hands

A father chopped off the hands of a teenager who allegedly raped his young daughter and then abandoned her alive near a canal in northern India, police said on Wednesday.
Parminder Singh contacted the 17-year-old accused on Tuesday after he appeared before a local court in Punjab state charged with raping the then seven-month-old girl in 2014.
According to police, Singh, 25, lured the teenager away from the Bathinda district court by offering him an out-of-court settlement, then tied him to a tree and chopped off both his hands.

“He (the father) took him near a dry canal, beat him badly, then tied him to a tree and finally chopped off his hands. Nothing is visible below the wrists,” Swapan Sharma, a senior police officer from Bathinda, told AFP by phone.
“Locals alerted the police and we rushed to the scene. We picked him up, took his hands and took him to the hospital,” he said, adding that the accused was in a stable condition.
Sharma said police were searching for the father, a brick kiln worker who fled after the attack, and had filed a complaint of attempted murder against him.

The girl’s mother is said to have caught the accused sexually harassing her in April 2014. The police reported a case of rape and the teenager was placed in a youth home pending trial.
India has a dismal record of sexual assault and there are occasional reports of vigilantism against rapists in a country whose legal system is notoriously slow and at times corrupt.

The fatal gang rape of a student on a bus in New Delhi in 2012 sparked a wave of public outrage and street protests against violence against women in India.
This incident prompted the government to toughen penalties for rapists and reform policing to better protect women and children.
In November 2014, an Indian father tortured and killed his daughter’s alleged rapist before turning himself in to police.
