Houston Police Chief Troy Finner resigns amid parole scandal

Chief Troy Finner resigned from the Houston Police Department on Wednesday, handing Mayor John Whitmire his resignation late at night, amid media reports of an ongoing investigation into how the department dropped thousands of criminal investigations.

It’s about an internal departmental computer code that the police used in 264,000 cases to stop investigations due to a lack of staff. The crimes included around 4,000 cases of sexual assault.

Finner’s sudden departure came after local media received an email revealing that Finner had been aware of this code as early as 2018. Finner previously said he learned about the code in 2021.

In a late-night email to city staff, Whitmire named Assistant Police Chief Larry Satterwhite as acting police chief and said he had full confidence in Satterwhite’s abilities.
