Texas man extradited to Pennsylvania for rape: Chambersburg police

Carlos Martinez-Franco was arrested on a warrant in Conroe, Texas, on March 4, 2024, according to a police release.

The charges stem from an alleged assault in the 200 block of East Liberty Street/US Route 11 in Chambersburg on July 12, 2016, court records show.

An arrest warrant was issued on Wednesday, October 5, 2016, for the following charges, police said and court records confirmed:

• Criminal offense, rape, violent coercion.
• Criminal offense, involuntary deviant sexual intercourse, forceful coercion.
• Crime of sexual assault.

His preliminary arraignment was at 8 a.m. May 4 before District Judge Jody C. Eyer. According to his court records, he has been held in the Franklin County Jail since then on a $300,000 bond. His preliminary arraignment is scheduled for 8:30 a.m. May 14 before Judge Eyer.
