Sexual assault suspect who targeted victims while riding scooter arrested in Riverside County

A sexual assault suspect has been arrested for allegedly sexually assaulting targeted victims while riding a scooter in Riverside County.

The suspect was identified as 24-year-old Ruben Portillo Delgado, according to the Moreno Valley Sheriff’s Station.


On May 29, a victim reported that a man exposed himself to her near TownGate Memorial Park in Moreno Valley around 5 p.m.

The suspect was riding a motorized scooter when he allegedly approached the woman and exposed his genitals, then attempted to grab the woman before eventually driving away from the scene.

When officers arrived at the scene, the suspect had already fled.

The next day, May 30, a similar incident was reported by another woman near the area of ​​Arbor Park Lane and Dracaena Avenue at around 2 p.m. The suspect fled before authorities arrived.

Both women described the suspect as a Latino man of medium build and gave a similar description of his scooter.

On June 4, officers spotted a man on a scooter matching the suspect’s description near Farragut Avenue and Elsworth Street. He was arrested at the scene and identified as Delgado.

Investigators later discovered that Delgado was also wanted for a January 2024 incident in which a child was sexually assaulted at a home in the 12100 block of Indian Street in Moreno Valley.

During that incident, Delgado was eventually confronted by the victim’s family before fleeing the home, officials said.

Delgado was held at the Robert Presley Detention Center on sexual assault charges. He is being held on $1 million bail.
