Norwalk police officer arrested and charged with threatening behavior: PD

According to police, a Norwalk officer was arrested Friday for the second time this year “for an off-duty disturbance.”

NORWALK, CT – A Norwalk officer was arrested Friday for the second time this year for “an off-duty disturbance,” police said.

In a statement released Friday evening, Police Chief James Walsh said he received a report Thursday of an off-duty disturbance involving Hector Delgado, 51, a Norwalk police officer.

Based on that information, detectives launched a criminal investigation, which led to officers obtaining a warrant for Delgado’s arrest, Walsh said.

Delgado was arrested Friday on charges of first-degree menacing, second-degree breach of peace and tailgating with a motor vehicle. He was held on a court-set $50,000 bail and is scheduled to appear in court later this month, according to Walsh.

Delgado was also immediately placed on administrative leave and his police powers were suspended, Walsh said.

Police did not provide further details about the unrest that led to Delgado’s arrest.

“As your police chief, I want to assure you that we are treating this matter with the utmost seriousness and transparency,” Walsh said in a statement. “This officer’s actions do not reflect the values ​​and principles our department stands for. We are committed to maintaining the highest standards of integrity, accountability and professionalism in all aspects of our service to the community. Any behavior that deviates from these standards will not be tolerated. I can assure you that I am committed to ethical conduct and am committed to fully investigating any allegations to the contrary.”

Delgado was arrested by Bridgeport police in February on a warrant charging him with third-degree stalking and second-degree harassment.

At the time, Norwalk police Lt. Tomasz Podgorski said the arrest was due to an “incident of family violence.”

As a result of the February arrest, Delgado was placed on administrative leave, his firearm was confiscated, his police powers were suspended and an internal investigation was to be launched, Podgorski said.
