Bolton rapist violated sex offender registry regulations

Patrick Kane was convicted of rape in 2009 and placed on the registry for life.

But in November last year, he failed to complete his annual renewal.

Bolton Magistrates Court heard that he was aware of this but reported it too late.

Prosecutor Ann Deakin said: “He was convicted of rape in 2009 and the person is subject to a sex offender reporting requirement for life.”

“It should have met the annual requirement by November 7, 2023.

“He completed it on November 9th.

“He has committed violations before.

“He admitted his transgression and apologized.”

In court, Kane, 42, of Chorley New Road, Heaton, Bolton, pleaded guilty to failing to comply with the requirements of the sex offenders’ register.

Defence lawyer Adam Whittaker said this was due to his chaotic lifestyle.

He said: “The police went to the hostel where he was staying.

“You conducted a contemporary interview.

“He said he thought he had a three-day grace period.

“They said there is no grace period.

“Then he apologizes.

“It’s because of his chaotic lifestyle.

“He knows he will be on the register for life.”

Judge Joanne Halliday imposed a one-year community order.

She sentenced him to nine months’ drug rehabilitation and imposed a fine of £50.

Persons registered on the sex offenders’ register must not only renew their registration form but also inform the police of any changes to their name or address.

They must also report all trips abroad to the police and, if they have no permanent residence, inform the police weekly of a place where they can regularly be found.
