More rape allegations made against former Lancaster police officer who allegedly sexually assaulted girls in the 1990s | Local news

Five other people told investigators they were sexually abused by former Lancaster City Police Officer Andrew Scott Selby, but prosecutors were only able to file charges on behalf of two women because the statute of limitations had already expired for the others.

Selby, 54, was charged with raping or sexually abusing three girls on May 17. In total, he is now accused of raping four girls and attempting to rape a fifth young girl, as well as other related charges.

Four of the assaults occurred while Selby was a police officer, and one occurred either shortly before he joined the force or shortly after, charging documents show.Elby was an officer from 1994 to 2000.

The indictments against three of the girls were filed under seal in mid-May and remain under seal, but investigators expect to release the other indictments.

The charges were filed under seal in the hope that more people would come forward and perhaps reveal a pattern of behavior in Selby, authorities said.

The two new charges filed Wednesday were not sealed and detail the alleged rape of a girl around 12 years old and a girl aged 15 or 16.

According to charging documents, the younger girl told police on May 23 that she was at an acquaintance’s home on Martha Avenue in Manheim Township sometime between August 1993 and August 1994.

She told police she got up to use the bathroom and walked past Selby, who was wearing only underwear and had an erection, documents say. He asked her to sit with him, and when she refused, he forcibly pulled her onto his lap and penetrated her, she told police.

In the other case, the teenager told police that sometime around 1995 or 1996, she was with a friend at Selby’s house in the city, where he let her smoke marijuana.

Selby told the girl to go upstairs with him, and when she said no, he picked her up, carried her upstairs and threw her on the bed, charging documents state.

He started kissing her and asked her to have sex, but she said no and “told (Selby) he didn’t have a condom in the hopes he would stop.”

Selby then emptied a plastic bag of candy, used the bag as a condom and raped her, despite her refusal and attempts to push and block him, the document states.

Sean McBryan, spokesman for the Lancaster County District Attorney’s Office, said Friday that between 1991 and 2002, the statute of limitations for rape, involuntary deviant sexual intercourse and sexual assault expired at age 23.

The deadline has been extended twice, once in 2002 and again in 2007, and now victims can come forward until they are 50 years old.

“This essentially means that if the victim was born before August 27, 1979, we cannot bring charges because they would have turned 23 before the 2002 extension took effect,” McBryan said.

“These statutes of limitations are also the reason why we have not brought charges of sexual assault or seduction of minors in any of the cases, since the statute of limitations until 2007 was two years after the age of 18 and was then extended to age 50,” he said.

Selby is being held in the Lancaster County Jail without bail, with preliminary hearings scheduled for June 7 and June 13 in the last two cases. No attorney is listed for him in his online court records.
