New rape charges filed against former Lancaster City police officer

LANCASTER COUNTY, Pa. (WHTM) – A former Lancaster City Police officer accused of raping a girl decades ago faces additional charges after more alleged victims came forward, according to police.

Two more charges are being filed against Andrew Selby, 54, after five more victims came forward during the investigation into an alleged rape in 1997, Lancaster City Police said.

Online court documents show Selby was charged Thursday with rape and sexual assault stemming from a 1995 incident in Lancaster City. A separate criminal record shows he was also charged with rape, attempted rape, sexual assault and attempted sexual assault in Manheim Township in 1993.

In the 1997 case, charges were filed by the Lancaster County District Attorney’s Office for the alleged rape of a girl after she reported being sexually assaulted by another man in 1997. Police have charged 44-year-old Roberto Rosario of Dallastown with rape, involuntary deviant sexual intercourse and sexual assault for the alleged incident.

Selby was assigned to investigate the rape and, according to police, stated that he sexually assaulted the girl a few days after the first attack.

Selby was a Lancaster City Police Officer for six years and retired from the force in August 2000.

In this case, Selby is accused of rape, involuntary deviate sexual intercourse, sexual assault and sexual battery of a 12-year-old victim, and attempted rape, attempted sexual assault and attempted sexual battery of another young female victim.
