1 dead in police-involved shooting in Haskell County, KBI investigating

HASKELL COUNTY (KWCH) – The Kansas Bureau of Investigation (KBI) confirms that a 37-year-old Ulysses man is dead following a police-involved shooting in Haskell County on Sunday.

According to the KBI, a Haskell County trooper attempted to stop Richard Castillo at the intersection of Highway 83 and Highway 56 at around 1:50 a.m. This attempted traffic stop led to a chase.

According to the KBI, the deputy called for help and the pursuit continued to Highway 144, when Castillo turned east on Highway 144 and attempted to make a U-turn. He struck the deputy’s vehicle and came to a stop in the north ditch.

“The two officers on scene gave verbal instructions to the suspect, Richard Castillo, age 37, of Ulysses, Kansas,” the KBI said. “Castillo pulled a firearm from the vehicle and both officers fired their weapons, striking Castillo.”

Emergency services responded to the incident, but at 2:55 a.m. a coroner pronounced Castillo dead at the scene.

The KBI said the officers involved have been placed on paid administrative leave and that an investigation into the shooting is underway.

The Kansas Highway Patrol is assisting in the investigation of the collision.
