Notorious shoplifter among the 14 arrested in theft operation in the northern district (photo)

In another shoplifting incident, numerous people were arrested, including a notorious shoplifter who had arrest warrants against him in previous theft cases.

On Friday, May 24, 2024, officers from the North Precinct, K9 Unit, and Air Support Unit conducted a shoplifting mission as part of an ongoing effort to combat organized shoplifting and other related crimes. During the mission, officers, in conjunction with retail partners, focused on the Cascade Station Shopping Center. The mission resulted in the arrest of 14 individuals and the revocation of 16 warrants.

A woman, Pamala R. McIntosh, aka Pamala Fleming-Parton, 41, was arrested at the Old Navy store on six outstanding warrants, all for first-, second- and third-degree theft, from Multnomah, Clackamas and Washington counties. She also faces nine other theft charges.

During retail theft missions, we work directly with our retail partners to identify, apprehend and prosecute these offenders. After each retail theft mission, officers conduct follow-up and work closely with the Multnomah County District Attorney’s Office (MCDA) to ensure prosecution of these cases.

Shoplifting is often more than just the theft of items for personal use. Many suspects are involved in organized gangs of thieves who steal items that can easily be sold on the secondary market for cash or returned to stores for a “refund.” Returning or attempting to return stolen property, regardless of value, is a Class C felony ( https://oregon.public.law/statutes/ors_164.055 ).

In many cases, these individuals are involved in criminal activities that extend well beyond shoplifting, including illegal possession of weapons, drug possession and distribution, auto theft, and more. Additionally, stopping theft ensures the profitability of retail stores that serve the Portland community, so these missions go a long way toward improving the quality of life throughout the region. Mission leaders analyze theft and other crime data to focus their missions on the neighborhoods most affected by these crimes, which are often large shopping centers. PPB recognizes that shoplifting affects smaller local businesses as well, and we believe and are committed to the idea that arresting and convicting notorious thieves will help reduce these crimes for the entire business community.
