PBSO must complete Tzvi Allswang investigation to improve call responses

It’s a label no reputable law enforcement agency would ever want to have – Keystone Kops. Unfortunately, the Palm Beach County Sheriff’s Office appears to be doing its best to fit that description, just as it botched a missing woman case two years ago and disguises its ongoing cover-up as a still-“open” internal investigation.

On July 1, 2022, a therapist entered Tzvi Allswang’s home to conduct a routine visit. She was held hostage, raped and tortured for 15 hours. For six of those hours, officers ignored pleas from the therapist’s employer and family to enter the home, failed to conduct a routine check that would have uncovered Allswang’s criminal record, and even debated whether the screams they heard were cries for help or not There were screams of passion.

When officers entered the house, they found Allswang holding a knife to his victim’s throat. At that point, a deputy shot Allswang, ending the standoff but not the obvious questions that arose from the horribly delayed response.

“We had no special circumstances to enter the home,” a deputy wrote in a PBSO report about the incident. “I advised the victim’s boss to have a deputy come back later in the morning if no one hears from him.”

While the sheriff’s office can’t change a travesty from two years ago, it can certainly learn from its mistakes. But that won’t happen if the so-called “open” internal investigation never comes to a conclusion.
