Department of Juvenile Justice employee arrested on May 20, 2024

The man allegedly made several false entries in a government file, claiming he was holding a hearing for an 18-year-old that never took place.

MCLENNAN COUNTY, Texas – A Texas Juvenile Justice Department (TJJD) hearing specialist has been arrested for violating the civil rights of an incarcerated person and tampering with a government record, according to the Texas Office of Inspector General (OIG). .

According to an OIG press release, as of January 17, 2024, 68-year-old David Olive was working as a hearing specialist at the McLennan County State Juvenile Detention Center.

The OIG alleges that Olive made “multiple” false entries in a government file while working at the facility, suggesting he was conducting a Level II hearing for an 18-year-old offender, even though a hearing reportedly never took place .

The OIG states that the person lost their privileges for 30 days due to the “forgery.”

According to the OIG, violating the civil rights of an incarcerated person is a third-degree felony under the Texas Penal Code and is punishable by a fine of up to $10,000 and a prison sentence of 2 to 10 years.

Tampering with a government record is reportedly a Class A misdemeanor, punishable by a fine of up to $4,000 and a maximum of one year in prison.

The OIG said the case will be referred to the special prosecutor’s office.

According to the OIG, the Office of Inspector General is the independent law enforcement agency responsible for investigating criminal activities involving TJJD youth, employees, facilities, contractors, or programs.
