Mayor Thomas Koch fires Tom Clasby amid police investigations

QUINCY – Mayor Thomas Koch has fired Senior Services Director Tom Clasby pending an internal audit and police investigation into “financial irregularities” in the department. Clasby was placed on paid leave on April 19.

In a May 16 termination letter addressed to Clasby, Koch noted that he was required by law to state why he was firing Clasby, but that he felt “somewhat compelled to recount everything I have learned so far” before the police of Quincy completes her investigation.

Koch again referred to “financial irregularities” he previously referenced in announcing Clasby’s leave of absence, adding that “activities clearly intended to fraudulently conceal these transactions have been uncovered and are being further investigated by our police department.” .”

Koch, whose friendship with Clasby dates back several decades, concluded the letter with a personal note: “Please know that this decision pains me greatly, and you and your family will remain in my prayers.”

Clasby, who has held the post since 1997, heads the City Council on Aging at the Kennedy Center on East Squantum Street and oversees services ranging from recreation programs to housing assistance to medical and social transportation. Last year, Clasby received a salary of just under $112,000.

Not the first allegations against Clasby

In 2009, Clasby resigned from the board of Elder Housing Corp. back because he was accused of violating conflict of interest policies.
