Motorcyclist killed in Livingston Parish

LIVINGSTON – A Hammond man was killed in a crash in Livingston Parish Sunday morning.

Shortly after 11:00 a.m. on May 19, 2024, Louisiana State Troopers responded to a two-vehicle accident on LA 63 at Grand Lake Blvd.

Billy Ray Collins, 42, of Hammond, died in the accident after he was riding his motorcycle.

The investigation so far revealed that Collins was driving a 2018 Harley Davidson southbound on LA 63 at a high rate of speed, according to police.

At the same time, a 2013 Subaru Crosstrek was traveling in the opposite direction, north on LA 63, attempting to make a left turn onto Grand Lake Blvd.

According to police, Collins struck the front bumper of the Subaru for unknown reasons.

Collins was wearing a helmet at the time of the accident, but died at the scene. Although impairment is not known, standard toxicological samples were collected and submitted for analysis.

The driver of the Subaru was wearing a seat belt properly at the time of the accident and was uninjured. This crash is still under investigation.
