The disgraced 37-year-old police officer who filmed himself sexually assaulting a sleeping woman after bringing her home after a night out has been sentenced to four years in prison

A disgraced police officer has been jailed for four years after filming himself sexually assaulting a woman he thought was sleeping.

Steven Tissier, a former Essex Police constable, was found guilty of two counts of sexual assault and a single charge of voyeurism at Chelmsford Crown Court in Essex.

The court had previously heard how Tissier, who was a police officer at the time, attacked the victim at his mother’s home in March 2022 after a night of “consuming a lot of alcohol”.

Tissier, along with a group of others, which included the victim, took the train from London to Chelmsford, arriving in Essex shortly after midnight. They then decided to travel to his mother’s house in Boreham, Essex.

The jury found that the woman did not move or make any noise during the filming of the incident.

The prosecution said: “She was properly woken up by Steven Tissier stroking up and down her legs.”

“She wore pantyhose (back then).” He started with her thighs before moving to her butt. She didn’t move. She kept her eyes closed and pretended to be asleep.

As Tissier left the room, the victim sat up and put his head in his hands. She asked the former police officer to call a taxi even though that was “not the plan.”

A taxi was called to take the woman back home, but Tissier then “put his hand on (the woman’s) top and groped her left breast.”

Tissier, who denies both allegations, nevertheless insisted that she had consented and knew about the filming.

He also sent a message to a friend saying the woman “looked asleep or dead.” When asked why he thought she looked dead, he said: “It was because she was laying there and not jumping around. “It was a figure of speech.”

Jane Foster, senior criminal prosecutor at the Crime Prosecution Service (CPS), said: “A major focus of the prosecution was on the evidence recovered from Steven Tissier’s mobile phone which showed he had shared evidence of his attack with two friends. These included WhatsApp messages and a photo sent while the victim was sleeping before the attack, as well as video clips of the attack sent to another friend.

“This also revealed a Snapchat conversation he had with the victim a few days before the attack when he suggested ‘a threesome’, a suggestion which the victim rejected, showing that his sexual interest in her was not reciprocated. “

When he believed the victim was sleeping, Tissier acted on those feelings even though there was no indication that the victim had consented to sexual activity with him, nor did he reasonably believe that this was the case.”
