Kirksville Police Arrests: April 25 – May 3, 2024

Alan Douglas Wingard, 56, of Kirksville, was arrested at 11:54 a.m. May 3 at 119 E. McPherson Street on a warrant dated May 25, 2023. Wingard was charged with a misdemeanor count of writing a bad check on January 13, 2023. He posted a $275 bond.

Shane L. Mullen, 37, of Kirksville, was arrested at 5:05 p.m. May 3 at 2206 N. Baltimore Street and charged with larceny by shoplifting.

Alain Mbuyamba Woto, 43, of Kirksville, was arrested at 5:54 p.m. May 3 at 2104 S. Marion St. on a charge of third-degree domestic violence.

Steven H. Burkhart, 52, of Kirksville, was arrested at 8:13 p.m. May 3 at 501 N. Baltimore Street on misdemeanor driving without a valid driver’s license and first felony charge.

Mark S. Willcox, 46, of Kirksville, was arrested and charged with leaving the scene of an accident at 7:21 p.m. May 4 at 1700 N. Baltimore Street, causing property damage in excess of $1,000. Willcox was also arrested for drunk driving.

James Montgomery Feiner, 32, of Kirksville, was arrested on a warrant at 1:19 p.m. May 2 at 119 E. McPherson Street. Judge Kristie Jean Swaim issued the warrant for failure to appear April 18 after Feiner missed court on a municipal nuisance violation and failing to maintain drinking water at a city residence, 1405 E. Washington St. Bail was set at $132.50.

Lauriane Botongadi, 31, of Kirksville, was arrested at 7:16 p.m. April 30 in Woodwind Court and charged with misdemeanor driving without a valid driver’s license, a first offense.

Neal Krieger, 39, of St. Louis, was arrested at 1:33 a.m. May 1 at 2214 N. Baltimore Street and charged with driving while intoxicated.

Samantha G. Burnett, 27, of Kirksville, was arrested at 1:52 p.m. April 29 at 2206 N. Baltimore Street and charged with larceny from a building.

Jeune Joliette, 29, of Kirksville, was arrested at 2:21 a.m. April 30 on North Industrial Road and charged with driving without a valid driver’s license, first offense.

Lewis Michael, 34, of Kirksville, was arrested on a warrant at 4:05 p.m. April 25 at 1801 N. Elson Street.

Brandon Michael Schooling, 36, of Kirksville, was arrested at 7:06 p.m. April 25 at 1505 N. Main Street and charged with first-degree tampering with a private motor vehicle.

Jackson W. Phillips, 22, of Kirksville, was arrested and charged with unlawful use of a weapon under subsection 5 while intoxicated; shots fired; First Degree Felony Domestic Violence (First Offense); and aggravated armed criminal action (carrying a prohibited weapon) at 1:10 a.m. April 26 at 201 S. Franklin Street. According to a probable cause statement, police were dispatched to City Hall regarding an intoxicated person urinating on the building sent from Kirksville. The suspect ran away before police arrived, but police attempted to make contact with a person at the corner of McPherson and Franklin Streets who was arguing with others. The officer heard a gunshot and saw a flash. He was driving through the alley near City Hall when he heard a second shot and saw another flash. The suspect began running north on Franklin while police interviewed four people who said they had just been shot. Police found Phillips at the corner of Scott and Franklin Streets, where he was arrested. Phillips claimed a group at a local bar tried to fight his cousin and he was just defending himself. He said he threw the gun near the alley at Greek Corner, 301 S. Franklin Street.

Brian E. Craig, 22, of Kirksville, was arrested on a warrant at 2:28 p.m. April 26 at 1700 N. Centennial Avenue.

Leanna Pearl Youngman, 33, of Kirksville, was arrested at 6:08 p.m. April 26 at 816 E. LaHarpe Street and charged with shoplifting and possession of a controlled substance.

Megan Renee Pauley, 34, of Kirksville, was arrested on a warrant at 7:55 p.m. April 26 at 215 N. High Street.

Donna J. Qualls, 42, of Kirksville, was arrested at 4:10 p.m. April 27 on West Burton Street and charged with misdemeanor driving while suspended or revoked, 2nd or 3rd offense.
