Man charged with voyeurism in Jacksonville

JACKSONVILLE, Fla. – A Jacksonville man is in custody on voyeurism charges after police said he walked around an unspecified neighborhood with a bucket and lube.

Officers responded to a complaint of “voyeurism and prowling” around 10:11 p.m. Tuesday. On camera, witnesses said they saw Penn with a bucket in front of the window of a minor looking in. When confronted, Penn ran away and dropped a bottle of water lubricant in the yard, the report said.

Officers found Penn between two houses and asked him what he was doing. Penn replied that he was “just walking around.” Officers found a vape pen, keys, a phone and a tube of Equate lubricant on Penn. Penn’s comments to officers have been redacted.

According to the report, witnesses also saw Penn walking between two homes with a bucket from Orange Home Depot. The report lists Penn’s home address in the Sherwood Forest neighborhood.

The report states that the person who filed the complaint also noted an incident involving Penn on April 21 at approximately 10:47 p.m. That incident also prompted the complainants to erect a 6-foot-tall privacy fence around their backyard, officials said.

Penn’s arraignment is scheduled for May 29, according to court records.
