Some of those in hospital were in serious condition, the ministry said, adding that all passengers had been accounted for.

At the scene of the accident, the bus was almost completely submerged near the bridge in the city’s historic center, rescue workers were on the roof, lifeboats were nearby and ambulances were waiting on the bridge.

A video released by authorities showed the bus swerving wildly before crashing through the bridge railing and sinking into the water.

The RIA news agency said the driver of the bus, which was carrying about 20 passengers, was arrested.
