Two people arrested in CNY human trafficking investigation

New York State Police arrested two people on July 26 in connection with an ongoing human trafficking investigation at XiangLi Wellness Spa. Liyan Liu, 59, of Flushing, NY, is charged with prostitution and unlicensed practice of profession, while Shuqin Zhou, 61, of China is charged with unlicensed practice of profession.

The arrests followed reports from concerned citizens of suspicious activity at the spa, located at 2265 Downer Street Road. Execution of a search warrant revealed that the suspects lived at the business and offered sexual services for payment. Police seized ledgers, price lists, condoms, business records and digital devices.

The investigation, led by the New York State Police Community Stabilization Unit, involved the Onondaga County District Attorney’s Office Special Victims Bureau, the Onondaga County Sheriff’s Office and the City of Van Buren Codes Enforcement.
