Investigation launched into illegal salary increases in St. Louis County

County Supervisor Sam Page asked the county administration to provide his office with “all possible” documents related to the overpayments.

CLAYTON, Missouri – St. Louis County has launched an investigation after at least three workers received raises they were not entitled to, according to a news release from the county clerk’s office.

The three staffers, including County Auditor Toni Jackson, report to the St. Louis County Council. The other staffers were not identified by name in the news release.

According to public salary records, Jackson earned $120,550 in 2022. She has worked as a certified public accountant since November 2021.

The county charter gives the office of the county clerk the authority to “investigate cases involving irregularities in the financial affairs of St. Louis County.”

County Executive Sam Page asked the county’s payroll, budget and human resources departments to provide his office with “all” documents related to the overpayments.

“Our primary concern as we investigate the administrative process is protecting the rights of the whistleblower who raised this issue,” Page said in a prepared statement. “The goal of the investigation is to find out what happened, how to prevent it from happening again and ensure the county is compensated.”

Page demanded that the documents be submitted to his office by Friday evening.
