Malacañang suspends government work and classes at all levels in Metro Manila on Tuesday afternoon (July 23, 2022) as rains continue due to the typhoon-enhanced southwest monsoon. INQUIRER FILES

MANILA, Philippines – Government work and classes at all levels in Metro Manila were suspended Tuesday afternoon following an order from Malacañang as rains continue due to the typhoon-enhanced southwest monsoon.

According to Palace Circular No. 57, signed by Executive Secretary Lucas Bersamin, government work and the suspension of classes will begin at 2 p.m.

“In view of the persistent rains caused by the southwest monsoon and Typhoon ‘Carina’, work in government offices and classes at all levels in the National Capital Region will be suspended starting at 2:00 p.m. today, July 23, 2024,” the memorandum said.

“However, agencies whose functions include the provision of basic and health services, the preparation for/response to disasters and calamities and/or the provision of other vital services should continue their work and provide the required services,” it added.

Regarding the suspension of work in the private sector, Malacañang explained that this would be at the discretion of the respective companies.

Circular No. 57

According to the Metropolitan Manila Development Authority (MMDA), some streets in Metro Manila have been affected by flooding since Tuesday noon due to persistent rains.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) bulletin at 11 a.m., Typhoon Carina (international name: Gaemi) has intensified slightly, reaching maximum sustained wind speeds of 140 kilometers per hour (km/h) and gusts of up to 170 km/h.

Carina was last located 320 kilometers east of Basco, Batanes.

Pagasa has issued Tropical Cyclone Wind Signal (TCWS) No. 2 over the Batanes towns of Itbayat, Basco, Mahateo, Uyagan and Ivana and TCWS No. 1 over the following areas:

  • The rest of Batanes (Sabtang)
  • Cagayan including the Babuyan Islands
  • Eastern part of Isabela (Divilacan, Palanan, Maconacon, Dinapigue, Tumauini, Ilagan City, San Mariano,
  • Cabagan, San Pablo, Santa Maria)
  • Northern part of Apayao (Calanasan, Luna, Pudtol, Flora, Santa Marcela)
  • Northern part of Ilocos Norte (Pagudpud, Bangui, Adams, Dumalneg, Burgos, Vintar)
  • Northern part of Aurora (Dilasag, Casiguran)
  • Polillo Islands
  • Calaguas Island
  • Northern part of Catanduanes (Pandan, Bangamanoc, Panganiban, Viga, Gigmoto, Caramoran)

The state weather agency also said Carina was strengthening the prevailing southwest monsoon, locally known as Habagat, in other parts of the country.

Pagasa said the typhoon-enhanced southwest monsoon is expected to bring moderate to heavy rainfall in western Luzon until Thursday, July 25.
