A chilling video shows the woman approaching and shooting the seven-month-old baby and his parents outside a home. As the baby’s terrified mother screamed, Billips yelled: “Fuck your baby, bitch!”

When the baby cried, his mother screamed: “My baby!”

The baby was sitting in a stroller when Billips opened fire. He was shot in the leg but survived and is now in good condition, authorities said, according to the New York Post.

The shocking incident occurred last week in the Holmesburg neighborhood. According to reports, the parents were not there when police arrived at the scene. The baby was taken to the hospital by a Good Samaritan.

Police confirmed that the parents were also unharmed. They do not live in the area and it is unclear why they were there.

“We are very fortunate that the seven-month-old boy is in stable condition,” said Philadelphia Police Chief Scott Small.

“Fortunately, she missed the target and probably hit the baby.”

After the incident, it took officers about an hour to locate the child’s parents. The couple was found several blocks from the crime scene. Philadelphia Police Lt. Dennis Rosenbaum said the parents confessed that they had warrants for their arrest and fled the scene to avoid police arrest.

The neighbor who took the baby to the hospital told NBC10 he witnessed the incident. “When I found out the baby was seven months old and both parents said there were warrants, they got out of the car and I took the baby. I just felt like I had to protect this child. It was overwhelming. It was scary. This person came and didn’t care, showed no remorse and just shot and walked away like nothing happened,” he said.

Rosenbaum said investigators were able to quickly arrest the suspect thanks to tips police received. “It looks like this all stems from a $100 drug debt, that’s what we were told,” Rosenbaum said. “So it’s sad when you watch the video, she literally points the gun at the baby’s mother – who is also a minor – and shoots. Luckily, she missed and the baby was probably hit in the process.”

Investigators believe the child’s father was the victim. Billips has been charged by prosecutors with aggravated assault and other related offenses and is awaiting formal arraignment.
