  • 2. Non-payment of all wages and salary payments
  • 3. an increase in the minimum tax of the municipality which leads to a reduction in the minimum tax of another municipality

There are 12 municipalities in the state — including Vienna — that have been declared financially vulnerable, including three cities, seven villages and two townships. Seven of these emergency declarations have been in place for more than six years, including one, the city of East Cleveland, which was declared in October 2012.

There is no timeline for when a finance committee might be established. Visit the State Auditor’s website to read the full analysis of the budget crisis.
