IMPD releases bodycam footage of an officer-involved shooting that left one man dead

INDIANAPOLIS — On Thursday, the Indianapolis Metropolitan Police Department released body camera footage of an officer-involved shooting that left one person dead on the city’s west side in March.

The department released critical incident video of the March 31 shooting that killed 31-year-old Luis Duran-Ruano.

Just before 7:30 p.m., IMPD Northwest District officers responded to a shots fired call near West 33rdapprox Street and Georgetown Road.

Officers were told the suspect fired shots into the air and provided a description from Duran-Ruano.

IMPD says before officers could arrest Duran-Ruano, he got into a van and drove away, leading to a brief vehicle pursuit.

Duran-Ruano exited the vehicle in front of a home in the 3200 block of Winton Avenue. In the footage, an officer can be heard asking him to take his hand out of his pocket, at which point he pulls out a gun and points it at his own head.

The officer began telling Duran-Ruano to “put the gun down” and “you don’t want to do that.” The officer can later be heard telling the suspect he needed to be taken to a hospital for help.

In the video, Duran-Ruano can be heard telling officers to shoot him and that if they didn’t, he would.

According to IMPD, after an hour of back and forth, the suspect left the home’s porch, gun in hand, and walked south.

SWAT officers used less lethal force, but it was ineffective and Duran-Ruano remained in possession of the weapon.

Duran-Ruano can then be seen raising the gun and firing in the direction of the officers. Three IMPD officers fired their service weapons, striking the suspect at least once.

According to MPD, a firearm was found near the suspect at the scene.

Officers rendered aid to Duran-Ruano and he was taken to Eskenazi Hospital, where he later died.

The officers involved in this incident have been identified as 4-year veteran Officer Maverick Bowen, 8-year veteran Officer Dustin Bland and 10-year veteran Officer Vincent Marshall.

The incident remains under investigation by the IMPD Critical Incident Response Team and IMPD Internal Affairs.
