Police investigate violent incident | News

Since the investigation is still ongoing, the nature of the incident is still unknown. It appears to have been a brief but violent altercation between people with no known connection to the company.

“We still don’t know,” said Chief DeWitt Cooper when asked what happened. “The investigation is ongoing. We don’t know if there were more people involved.”

According to the accident report, Officer Amber Miller stopped a vehicle that was leaving the scene with several occupants, including a man who appeared to have a broken ankle and lacerations from two vehicles attempting to run him over, one of which actually injured his ankle.

Galax-Grayson Emergency Medical Services was called to assist the victim and transported him to Twin County Regional Hospital.

Cpl. Meagan Parks began conducting several interviews and Investigator John Reavis was called to examine the crime scene and the vehicles involved.

Several charges were brought:

• Hector Munoz Ruiz, 20, of Galax — who police said successfully attempted to injure the victim with his vehicle — was charged with willful assault, willful discharge of a firearm, brandishing a firearm and discharging a firearm within city limits. He was remanded to the New River Valley Regional Jail without bail.

• Edgar Munoz Ruiz, 20, of Galax was charged with attempted assault, was given no bail and was taken to the regional jail. No photo was available.

• James Sumner, 62, of Independence was charged with shooting into an occupied vehicle and received summonses for intentional discharge of a firearm, brandishing a firearm and discharging a weapon within city limits. He was released on the summons and given a $7,500 unsecured bond for the crime. No photo was available.
