Mexico launches anti-dumping investigation into Chinese shoe imports

On April 26, 2024, the Mexican government opened an anti-dumping investigation into Chinese shoe imports. The products covered by the anti-dumping investigation include various types of boots, sandals, tennis shoes and casual shoes (Mexican Harmonized Customs Tariff lines 6402.91.06, 6402.99.19, 6402.99.20, 6404.11.17, 6404.19.02, 6404.19.08). and 6404.19.99).

The Ministry of Economic Affairs has initiated this investigation ex officio (and not by responding to a petition from the domestic industry, as is usually the case), resulting in clear support from the Mexican government for the national shoe manufacturers.

The last day in this procedure is June 6, 2024, which can only be extended by a few days for important reasons. The appearance must be made in Spanish through the official questionnaire of the Ministry of Economy, which takes a long time to answer. If this deadline is not met, interested parties will be excluded from taking part in the study.

By October or November 2024, this investigation is expected to result in a provisional anti-dumping duty on Chinese footwear imports to the extent necessary to neutralize the injury that the Mexican government believes is already being caused to domestic manufacturers.

This is in addition to a 35% increase in import tariffs that Mexico imposed unilaterally starting April 23, 2024 and will apply for a few years exclusively to countries that do not have a free trade agreement with Mexico, such as China.
