Sheriff: Conquest man attempted to have sexually explicit conversations with children

A registered sex offender from the city of Conquest has been arrested on new charges related to his communications with an undercover police officer in Florida, according to Cayuga County Sheriff Brian Schenck.

Sheriff Schenck said his office was contacted by the Marion County Sheriff’s Office in Florida and informed that Kevin VanNorstrand had an inappropriate and sexually explicit conversation with a person he believed to be a child.

It was not a child, but an undercover agent from the Florida Sheriff’s Office.

Further investigation revealed that he was communicating with another person he believed to be 13 years old. As part of this collective communication, he requested nude photos of the potential victims.

VanNorstrand was eventually charged with two counts of attempted distribution of indecent material to a minor, a Class E felony. He was arraigned in Conquest Town Court and will answer the charges at a later date.

The investigation is still active.
