Shipping companies ask Marina to suspend the launch of the web app

A group of shipping companies has called on the Maritime Industry Authority (Marina) to suspend the nationwide implementation of its Blockchain Enabled Automated System Technology (BEST).

In a letter dated July 10, 2024, to Marina’s administrator Sonia Malaluan, the Philippine Coastwise Shipping Association (PCSA), the country’s largest shipping association, reported that “numerous problems and difficulties” had been encountered in the implementation of Marina’s BEST, further complicating the conduct of business.

The group cited errors, crashes and glitches that occurred from the initial registration and login process to accessing the main functions of the online system, including missing information about the vessels operated by its members.

“These technical issues are no minor inconveniences as operators rely on a timely, accurate and reliable system for processing maritime licenses and documents. Any malfunctions and glitches in this system can result in significant delays, financial losses and disruption to the shipping services required by the carpooling industry,” the PCSA said.

In light of recent hacking attacks on various government websites, including Marina, the group also raised concerns about the risks of hacking and cyberattacks.

“Our personal data, including sensitive and confidential information, must be protected with the highest security measures possible. Unfortunately, recent events have shown that even government systems are vulnerable and susceptible to breaches that Marina was designed to prevent,” the group stressed.

Step-by-step implementation

Marina BEST is an advanced web app that provides online services from application to issuance of certificates/permits, streamlined processes, real-time status tracking, standard checklists for inspections/verifications and easily verifiable documents. It enables secure and contactless transactions to reduce opportunities for corruption and maintain document integrity. This system is intended to serve as a tool for effective monitoring and enforcement of maritime rules and regulations.

While the group clarified that it supports the modernization and digitalization of government services to improve their efficiency and accessibility, it wants a phased implementation of BEST starting with a pilot program in one or two regions, as proposed when the program was launched in Cebu.

The group also wants Marina to ensure that the system is complete, accurate, stable and secure before it is rolled out nationwide.

“We cannot simply brush aside these serious concerns. The safety and reliability of government services should remain our top priority,” the PCSA said.

The group added that it would also be advisable to limit the scope of the system to applications such as new shipbuilding or new imports to test its feasibility and functionality. This approach would allow for the necessary improvements and refinements before large-scale implementation, it said.

The PCSA is the largest shipping association in the Philippines and the largest in terms of total gross tonnage of vessels. It represents 50 members with more than 600 small to medium sized vessels. / KOC
