FBI investigation leads to arrest of Steuben County sex offender – Finger Lakes Daily News

A level three sex offender living in Steuben County was arrested on suspicion of creating child pornography.

In April 2024, the FBI Corning received a tip that pornography featuring a child was being distributed to an undercover agent in Illinois in the Corning area. Subsequent investigation revealed that Ryan Newman had sexually abused the child and produced child pornography. Newman was taken into custody by the FBI and Corning Police. Newman was charged by criminal complaint with production, distribution, receipt, and possession of child pornography.

In addition to the federal charges, he also faces charges in Steuben County District Court.

Assistant U.S. Attorney Kyle Rossi, who is handling the case, said the complaint states that Newman was convicted of child pornography in New York State in 2012 and sentenced to prison and 10 years’ probation, and is required to register as a Level 3 sex offender, meaning someone who poses a high risk of reoffending and a threat to public safety.

In January 2021, Snapchat’s National Center for Missing and Exploited Children (NCMEC) received a report that a user had uploaded a video containing child pornography. NCMEC forwarded the tip to the New York State Police, who executed a search warrant on Newman’s person and residence in 2022. The search revealed that Newman had uploaded the child pornography video to Snapchat and possessed additional child pornography on his electronic devices. Newman remained inactive following the 2022 state police search warrant.

Newman made his first appearance before U.S. Magistrate Judge Marian W. Payson on Friday and is being held without bail.

The criminal complaint is the result of an investigation by the FBI, Corning Office, led by Special Agent-in-Charge Matthew Miraglia, and the Corning Police Department led by Police Chief Kenzie Spaulding.
