Victim reports cuts by Karl Loucks

MEMPHIS, Tennessee – Disturbing allegations have come to light against a man already charged with shooting a homeless man in downtown Memphis.

According to police, it was not the first time Karl Loucks had attacked a homeless man when he shot Shaun Rhea in May.


Brandon Kinney, a soft-spoken homeless man, spoke to WREG about his near-death experience with Loucks on May 25.

Loucks reportedly gained access to a portable toilet on North Front Street while Kinney was inside.

“He had a knife in his hand and was screaming,” Kinney said. “He attacked me with it (the knife).”

The police report states that Loucks yelled, “Why don’t you clean up?” before cutting Kinney behind his left ear and right thumb.

Using a photographic lineup, Kinney was able to identify Loucks as his attacker.

Kinney told WREG that he had never met Loucks before the attack.

Just six days later, Loucks was charged with killing another homeless man, less than 50 feet from where he attacked Kinney.

“It was kind of scary to get that call today saying, ‘Hey, he (Brandon Kinney) was attacked by this man,'” said Kinney’s sister Lakisha Williams. “That was already a pretty big fear in my gut.”

Williams told WREG that she and her family have been desperately searching for Kinney for months.

“The last time we saw him was November 23rd, Thanksgiving,” Williams said. “And maybe the day after that.”

She was relieved when a reporter from WREG told her that we had located him downtown.

She said she and her family had been worried about Kinney’s condition for months, wondering if he was still alive, checking the jail and even the morgue.

Williams said the idea that Loucks may have deliberately targeted homeless people was shocking.

“We cannot hurt and harm these people just because they are less fortunate,” Williams said.
