Mobile City Council issues subpoena in Prine case; Gulf Coast Technology Center director fails to fully cooperate

The Mobile City Council approved the subpoena authorization after the special counsel investigating allegations made by former police chief Paul Prine said there were problems obtaining documents and additional witness testimony.

Commander Kevin Levy of the Gulf Coast Technology Center has already been interviewed under oath for the investigation. However, the special counsel claims that since that interview, Levy’s personal attorney has refused to release the requested documents. The special counsel said he requested additional documents via email on July 2.

Now they want “all matters, both documentary and evidentiary, raised in the Special Counsel’s July 2, 2024 correspondence with Kevin Levy’s counsel.”

On the evening of July 8, Levy’s personal attorney sent an email to the special counsel stating that these materials would not be released.

Since the 45-day deadline for the Special Counsel’s investigation was about to expire, it was deemed necessary to exercise the necessary powers by means of an emergency subpoena to obtain the information.

The Gulf Coast Technology Center and its leadership came into question after Prine raised the appearance of irregularities between the center and 321z Insights, which had been awarded a $92,000 contract to review Operation Echo Stop, a crime prevention initiative that uses technology like ShotSpotter to combat crime.

Prine claimed that it might appear as if something had happened under the table because 321z Insights had only been incorporated as a company a week before the contract was awarded.

City officials say they are all cooperating with the special prosecutor and that he is the only official investigators have had to subpoena so far.

The Council unanimously approved the issuance of the summons.
