Man arrested after four-month multi-agency investigation

CRAWFORDSVILLE, Ind. – A four-month investigation by multiple law enforcement agencies resulted in the execution of multiple search warrants in Frankfort and Crawfordsville and one arrest.

According to a news release, the investigation began after multiple complaints about illegal activities reportedly being conducted at massage businesses in Frankfort and Crawfordsville. The investigation resulted in search warrants being served at various locations on Wednesday, including:


  • 1000 block of Walnut Avenue in Frankfort
  • 2100 block of W. Oak Hill Road in Crawfordsville
  • 2000 block of Lebanon Road in Crawfordsville
  • 1500 block of S. Washington Street in Crawfordsville
  • 600 block of S. Grace Avenue in Crawfordsville
  • 600 block of S. Mill Street in Crawfordsville
  • 400 block of Shady Lane in Crawfordsville
  • A home on Mercedes Drive in Crawfordsville

The press release states that Xioyun Chen, a 52-year-old, was arrested for the activities of various companies and booked into the Montgomery County Jail in connection with the Crawfordsville Police Department case. Officials said Frankfort police are expected to request an arrest warrant for Chen from the Clinton County District Attorney’s Office.

“The partnerships between the departments and state agencies allowed both cities to work together as we discovered how closely our cases were connected,” the release said.

According to the statement, the following law enforcement agencies were involved in the investigation:

  • Crawfordsville Police Department
  • Montgomery County Sheriff’s Office
  • Indiana Gaming Commission
  • Indiana Department of Revenue
  • Battlefield Police
