Indiana State Police are focusing on a former Clark County employee during the Noel investigation

Indiana State Police are investigating documents and information provided by former Clark County Deputy Auditor Jessica Huffman as the criminal investigation into Jamey Noel continues.

Noel faces 25 offenses including theft, ghost employment and corrupt business influence. He pleaded not guilty but is currently serving a 60-day sentence for violating the conditions of his bail.

The court granted investigators permission this week to search documents, files and digital devices at Huffman’s Jeffersonville home and her office at the Clark County Government Center.

The new warrants come days after court documents revealed allegations of a three-year relationship between Noel and Huffman. Police obtained a search warrant for Huffman’s phone last week after looking at a text thread that showed she had provided Noel with information about an investigation at the sheriff’s office and that she had reported on the criminal investigation and the Indiana State investigation Board of Account had communicated.

Huffman had previously given police permission to search a specific text thread between her and Noel, but said they also communicated on other apps. That was the trigger for the entire phone to be searched. Records released Thursday show that Noel and Huffman also communicated via WhatsApp and Snapchat and that she had a secret folder where she could save photos and other files from the app.

Police found more than 100,000 images on the phone – including some that showed Huffman had used her county credentials to obtain personal information about current and former Clark County Sheriff’s Office employees. Records show that includes former employee Russell Garrison, who was arrested for drunken driving in 2022 after crashing an unmarked Clark County Sheriff’s Office vehicle.

According to the records, Huffman and Noel met “frequently” and she had photos of them at a mansion he and his wife owned near Utica Pike in Jeffersonville.

Further examination of the phone call shows that Noel Huffman also appeared to have given “gifts and support for her future candidacy for political office,” although the documents do not specify what kind.

Noel previously led the Clark County Republican Party and the Indiana 9th Congressional District Republican Party until he resigned from both earlier this year amid investigations.

Huffman is not accused of any crimes.

WHAS News reported earlier this week that Huffman had been suspended. A Clark County human resources representative confirmed to LPM News Thursday that Huffman is “no longer employed by the company.”

The new warrants also give police permission to seize a 2019 GMC Terrain in Huffman’s possession and a 1970 Chevrolet Corvette Stingray. Police say Noel used funds from the Utica Township Volunteer Firefighters Association, also known as New Chapel EMS, for a down payment on the Corvette and a 1971 Camaro.
