19 suspects arrested in Fort Walton Beach after 6-month drug investigation

OKALOOSA COUNTY, Fla. (WMBB) – The Fort Walton Beach Police Department’s Special Investigations Unit (SUI) has arrested 19 suspects following a six-month drug investigation.

According to a press release, the SIU began investigating 37-year-old Christopher Manuel Davis of Fort Walton Beach in March 2022. Authorities said the search warrant yielded 48 grams of fentanyl packaged for sale, methamphetamine and firearms.


Authorities said Davis was subsequently arrested on drug and weapons charges. Davis was released on bail from Okaloosa County the next day.

In June 2023, investigators learned that Davis continued to distribute narcotics from his residence and launched a new investigation.

In August, investigators sought assistance from the Florida Department of Law Enforcement Pensacola Regional, which led to a joint investigation with the FDLE Pensacola Regional.

From September to December 2023, FWBPD and FDLE investigators conducted intensive surveillance of Davis and his co-conspirators to determine his sources of supply. Investigators said after the illegal drug network was identified, the investigation lasted until April 2024.

On April 18, FWBPD patrol officers were called to a residence on Ferry Road where a cardiac arrest had occurred. Authorities said they found 36-year-old Mitchell Kingsbury dead in his living room, apparently from an overdose.

While investigating Davis and his drug network, investigators learned that Amy Majeau and another man, Andrew McLovich, were involved in selling cocaine to Kingsbury.

The substance sold to Kingsbury contained fentanyl, which led to his death, authorities wrote.

According to authorities, FWBPD and FDLE investigators, with assistance from the FHP Criminal Interdiction Unit, arrested Christopher Davis, Amy Majeau and Shandra Beard on April 19.

Davis was charged with four counts of trafficking in fentanyl, while Majeau and Beard were charged with conspiracy to sell, manufacture or deliver fentanyl, conspiracy to sell, manufacture or deliver cocaine and conspiracy to sell, manufacture or deliver methamphetamine.

On April 25, investigators executed a search warrant on Molina Street, which resulted in the seizure of additional drug evidence and a firearm and the arrest of Cecelia Hill. Hill was arrested for conspiracy to sell, manufacture, or deliver fentanyl and conspiracy to sell, manufacture, or deliver methamphetamine.

Investigators also arrested Andrew McLovich for conspiracy to sell, manufacture, or deliver fentanyl and conspiracy to sell, manufacture, or deliver cocaine. McLovich was also charged with distribution of a controlled substance resulting in an overdose or serious bodily injury. This charge stemmed from the April 15 overdose incident.

From May 8 to May 20, investigators, with assistance from the Okaloosa Sheriff’s Office and the Santa Rosa County Sheriff’s Office and the DEA, began arresting the rest of the Davis drug network and his co-conspirators, authorities added.

A total of 19 people were arrested. The charges ranged from organized crime to conspiracy to traffic 28 grams or more of fentanyl, conspiracy to traffic more than 200 grams of methamphetamine, conspiracy to sell, manufacture or deliver fentanyl and other substances, solicitation to sell or deliver controlled substances, and unauthorized use of a radio.

On June 14, the final day of the investigation, Majeau and McLovich were arrested at the Okaloosa County Jail and both charged with murder, fentanyl overdose and cocaine overdose in connection with the death of Mitchell Kingsbury.
