YOUNGSTOWN, Ohio (WKBN) — A man wanted in connection with a shooting in New Castle, Pennsylvania, was arrested on the South Side Tuesday.

Jail records show that Andrew Howard, 32, was booked into the Mahoning County Jail on a Lawrence County warrant for manslaughter of members of the state’s adult probation department.


Howard was wanted for the murder of 39-year-old Omar Hakim on April 21. A warrant was issued for Howard’s arrest on June 26.

It is unclear when an extradition hearing will be held to determine whether Howard will be sent back to Pennsylvania.

The district police arrested a woman, Angelina Masi (age not given) was charged with conspiracy two days after Hakim’s death.

Hakim was found after police were called to East Moody Street and Carlisle Avenue for a report of shots fired early April 21. Police did not release an exact time the calls came in.

Hakim was found shot to death in the back seat of an SUV, police said. The driver’s side, where Hakim was found, had six bullet holes in it, police said.

Masi was charged after witnesses were interviewed and a review of video surveillance cameras in the area showed her driving the suspect to the crime scene, police said.
