Widow asks why Spotsylvania deputy shot Marine veteran – NBC4 Washington

A look into Kenny Carr’s office makes it clear that the decorated veteran was proud of his military service: one award after another, first from the Marines, then from the Army, hangs on the wall.

But his family was devastated early Sunday morning when Carr was shot and killed by a Spotsylvania sheriff’s deputy. The Army officer, who was stationed at Fort Belvoir, was shot when they saw him point a gun at a woman, according to the sheriff’s office.

That woman, Kenny Carr’s wife Devin, is now raising questions about why and how the deputy who killed him opened fire. The single fatal shot was fired from outside the couple’s home through a window.

Devin Carr had been with her husband since 8th grade. She and Kenny were married for 17 years and had two children, including a loving son.

“He was very proud. He was so proud of our son,” said the grieving widow through tears. “Our son, he said, I want to be just like dad.”

Devin says her normally cheerful, optimistic husband seemed to be struggling with signs of post-traumatic stress disorder lately.

When he returned home from a visit to Richmond on Sunday, it was clear that he had been drinking.

She says Kenny became loud and when she went downstairs to the couple’s movie theater, he later followed her – with a gun.

“He was still talking loudly down there. He was moving his hands and stuff like that. I was really just listening at that point,” she said.

Devin hadn’t noticed that someone had called 911.

While Devin tried to calm her husband down, officers arrived shortly after 3 a.m. Some came through the front door, others went to the side of the house.

“It happened so fast. He was talking and suddenly, out of nowhere, I saw shards of glass flying through the air. As the shards of glass flew through the air, the police rushed in,” Devin recalls.

“I looked back and my husband fell down,” Devin said through tears.

A press release from the sheriff’s office did not name the couple, but said when the couple arrived, a deputy saw a man pointing a gun at a woman and fired.

Two hours after officers took her out of the room, Devin learned her husband was dead.

She says it wasn’t until much later that day, when a crew came to rip up the bloody carpet and drywall, that she realized where the shots came from and why the glass had shattered.

The deputy fired through the basement window, Devin says. She is angry and wants to know why the deputies never announced their presence and never warned Kenny.

“They didn’t say anything,” Devin said. “They didn’t make any demands, they didn’t say anything at all.”

“If you feel like you have to shoot him, he has other body parts. He had two legs, two arms, everything that said don’t kill me because he didn’t deserve this.”

She did not answer whether she was afraid her husband would shoot her. However, Devin believes that the press release wrongly portrays her husband as a criminal.

“Because my husband wasn’t like that. So I don’t think they saved my life. But I think they took his life,” Devin said.

The press release described the scene in the Carrs’ movie theater as a “domestic altercation involving a firearm.”

“While officers arrived on scene, they observed an adult male armed with a firearm pointing it at an adult female,” the press release states. “One of the officers who responded then fired his service weapon, striking the individual.”

“I feel like my husband doesn’t deserve this. He doesn’t,” Devin said.

A sheriff’s office spokesman declined to comment on Devin Carr’s concerns. The deputy who fired the fatal shot has been placed on leave.

The Virginia State Police are assisting in the investigation.
