Former Arizona security chief pleads guilty to sexually abusing an inmate

PHOENIX (AZFamily) — A former Phoenix security director pleaded guilty on June 17 to sexually abusing an inmate.

Morris Gary Hibbitt, 51, of Avondale, worked as a security guard for Behavioral Systems Southwest (BSS), a residential rehabilitation center in Phoenix.

On May 21, 2023, Hibbitt allegedly sexually assaulted a female inmate under his supervision while on duty at BSS.

Rehabilitation centers help inmates reintegrate into society after serving their sentence. Inmates in these centers are officially incarcerated and are under the care of the Federal Bureau of Prisons.

The Justice Department investigated this case. Hibbitt will be sentenced on September 9.
