Lancaster man arrested for sexual abuse of minors

LANCASTER, Pennsylvania – A Lancaster man is in prison for allegedly sexually abusing a minor.

Eugene Paul Gibbons, 43, is accused of taking explicit photographs of a minor and inappropriately touching the victim.

According to an affidavit of suspicion, police began investigating Gibbons in March after receiving a tip from Child Protective Services. The victim reportedly told a school counselor about the abuse.

Since 2021, Gibbons is said to have taken unauthorized photographs, changed the victim’s clothes in front of him and touched her inappropriately.

Gibbons told the victim not to tell anyone what they were doing because he could “get in trouble with the police,” a criminal complaint states.

Police said they found evidence of the allegations in Gibbons’ home and on his cellphone.

He is accused of two counts of involuntary deviant sexual intercourse, incest with minors, sexual abuse of children – photographing, video recording, depicting on the computer or filming sexual acts, two counts of unauthorized contact with minors, seduction of minors and two counts of indecent contact.

According to court documents, Gibbons is being held in the Lancaster County Jail awaiting a hearing scheduled for July 31.
