Deputy: Animal control removes sick cats and 2 dead kittens from dirty Davenport home

A 45-year-old Davenport woman was taken into custody Friday after Scott County Sheriff’s officials found critically ill and dead cats in her home, court documents show.

According to court records, Emily Neece is charged with five felony counts of animal neglect resulting in serious injury or death and eight felony counts of animal neglect resulting in injury.


According to arrest affidavits, officers conducted a court-ordered eviction in the 6500 block of Rockingham Road in Davenport around 10 a.m. Thursday.

In affidavits, an official said the residence was “completely filled with garbage and rotting material” and the entire apartment was “covered with feces.”

The officer says there were 12 cats in “poor health” at the home. “Upon release by animal control, two dead kittens were discovered,” along with three others suffering from serious medical conditions including an eye injury and respiratory distress, officers claim in affidavits.

Eight other cats were malnourished and showed signs of flea and parasite infestation, according to affidavits that show animal control officers removed 12 cats from the home along with the two dead kittens.

According to court documents, the animals had no access to fresh water or food.

Neece, who was held in the Scott County Jail on $5,000 cash bail on Friday, is scheduled for a preliminary hearing in Scott County Court on July 5.

In Iowa, a serious misdemeanor can be punished with up to two years in prison and an aggravated misdemeanor can be punished with up to one year in prison.
