Marco Police Department fills captain position | News

When Captain Richard Stoltenborg retired more than seven months ago, the Marco Island Police Department had a significant gap in its leadership structure. Police Chief Tracy Frazzano searched nationwide for a replacement, while Capt. John Wallace worked to fill the void it left Stoltenborg’s resignation.

After an extensive nationwide search, Chief Frazzano and City Manager Michael McNees introduced newly appointed Captain David Ennis and his wife Ingrid to an assembled group of city employees and the public during a swearing-in ceremony in the Council Chamber directly beneath the new Captain Ennis’s offices.

Captain Ennis makes his first public remarks after the swearing-in ceremony.




Captain Ennis comes to the department with an extensive background in both military and law enforcement, including 17 years with the Anne Arundel County Police Department, where he oversaw both traffic operations and major crimes. Ennis assumed responsibility as chief of police for the U.S. Naval Academy in 2014 until his retirement.

The Ennis are looking forward to finding a home in the community.




He also assumed the position of program manager at the National Highway Safety Administration as regional manager for seven states and managed grant programs for a specific region within the United States.

Ennis brings extensive management expertise across a wide range of areas, including traffic safety programs, budget experience, criminal and internal investigations experience, and more.

He is eager to hit the ground running and seeks to understand the needs of the community and the officers under his command.

The Ennis have already purchased a home that needs some renovations and work. Still, they are excited about the challenges that await them in the coming months, the energy they see in the community and the professionalism within the department.
