VOLGA – An Upshur County man is behind bars after he allegedly tried to strangle a Barbour County resident.

Jacob Hill, 27, of Buckhannon, was charged with strangulation. He is currently being held at the Tygart Valley Regional Jail on a $20,000 cash/surety bond set by Barbour County Magistrate Daniel Harris.

According to a criminal complaint filed by West Virginia State Police Trooper MA Fultineer, the officer responded to a call in Volga on May 1 in reference to a domestic violence situation that was no longer ongoing. Once on scene, Fultineer made contact with the alleged victim and was able to see visible marks on his face, neck and the right side of his abdomen. Fultineer photographed the injuries.

The alleged victim told officers that Hill had been living at his apartment for the past few weeks, but that Hill had recently become aggressive and abusive, the complaint states. The alleged victim said the red marks on his neck were from Hill trying to choke him. He also said he believed Hill would have choked him into unconsciousness if he had not been able to get rid of him.

The complaint states the alleged victim also said Hill pointed a knife at him “a few opportunities” and threatened his life with it. He also said Hill “Jump kicked” punched him in the chest and also kicked him in the face.
