Parents arrested after welfare check in Franklin

FRANKLIN, Kentucky – Two parents were arrested after police were called to a welfare check in a Walmart parking lot in Franklin on Monday.

According to a uniform complaint, the Franklin Police Department’s dispatch center received a report of a vehicle with small children inside hanging out of the sunroof.

Upon arrival, police spoke to Pamela Kinard, who was sitting in the passenger seat.

Police said they expressed concern for the eight children in the vehicle because the air conditioning was not on.

According to police, Pamela Kinard stated that “everything was fine and that it was not a problem for her if two windows were half open.”

According to police, the vehicle was parked in the middle of the parking lot without any shade. At least one child appeared to be sweating and was in an unclean environment.

Dustin Kinard and Pamela Kinard were both arrested.

Both are accused of second-degree criminal abuse and endangering the welfare of minors.

All eight children were removed from the vehicle and taken to the Department for Community Based Services.
