Randallstown High School teacher charged with sexual abuse of minors: police

RANDALLSTOWN, MD — A Baltimore County Public Schools teacher accused of sexually abusing a minor was ordered held without bail Monday afternoon, court records show.

Officers identified the suspect as 38-year-old Carlos Arroyo of Randallstown High School.

Arroyo is a social studies teacher and boys’ soccer coach. BCPS hired him in 2022 and he has been at Randallstown High since August of this year.

Arroyo has been placed on leave and has no further access to the school or football team, a letter to the high school community said.

“BCPS is cooperating fully with law enforcement in this matter,” Randallstown High School principal Michael Jones said in the letter. “These allegations are deeply disturbing. We hold our employees to high standards of character and this behavior is completely unacceptable.”

Arroyo’s filing states that he was accused of:

  • Sexual abuse of minors (crime)
  • Third degree sexual offense (serious crime)
  • Fourth degree sexual offense by a person in a position of power (misdemeanor)
  • Second degree assault (misdemeanor)

According to records, the crime occurred on April 29.

“The police department was notified of this sexual assault in late April,” the Baltimore County Police Department said in a news release Sunday. “In the weeks that followed, investigators conducted interviews and collected evidence that ultimately led to Arroyo’s arrest on Friday.”

According to court records, Judge Leo Ryan Jr. remanded Arroyo in custody without bail on Monday.

Arroyo’s preliminary hearing will take place on July 19.
