Arrests after rape and murder of young girl by migrants in Texas

HOUSTON, TEXAS – Two men were arrested by Texas police Thursday in connection with the rape and murder of 12-year-old Jocelyn Nungaray, whose body was found in a north Houston creek. The discovery was made around 6:15 a.m. Monday near 400 West Rankin Road, after which an autopsy confirmed she had been strangled.

Houston Mayor John Whitmire announced earlier this week that the girl had also been sexually assaulted. The crime sparked an intensive investigation that included interviews and surveillance footage. According to investigators, Jocelyn had left her home late Sunday to meet her 13-year-old boyfriend. The couple then went to a restaurant where they met the two men.

Additional surveillance cameras captured the group heading to a nearby convenience store. Authorities believe the men accompanied Jocelyn to a bridge on Rankin Road, where they allegedly committed the murder. The community and police are deeply saddened by this tragic incident, which prompted a swift and thorough response in pursuit of justice.

Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, both Venezuelans, were arrested and charged with murder.

  • Overwhelming majority of Americans want to “punish” pro-Palestinian students for weeks-long occupations on campus: POLL

    Daily Caller News Foundation

According to a poll conducted in May, a majority of Americans want pro-Palestinian protesters to be punished when they cause chaos on college campuses.

The Foundation for Individual Rights and Expression (FIRE) conducted a poll asking Americans about their opinions on protests on college campuses. The poll found that the majority of Americans said destroying school property (80%), burning an American flag (68%) or occupying buildings (52%) were “never” acceptable forms of protest, according to FIRE’s website.

While about 72% of Americans believe campus protesters should face some form of punishment, only 18% think punishment should be the highest sanction, which is expulsion from school. Other responses ranged from those who believe punishments such as suspension (13%), probation (16%), a written warning (12%), or community service (13%) are appropriate.

The majority of Americans surveyed said it was “always” acceptable to create a petition (58%), hold a sign (55%), and a combination of the two as a form of protest. The same goes for large marches (45%).

Respondents expressed mixed views about their sympathy for Palestinians in Gaza. About 63 percent of Americans said the protests had no impact on their sympathy for Palestinians in Gaza, while 17 percent of respondents said they had less sympathy for Palestinians as a result of the protests. Only 16 percent said the protests on campus had increased their sympathy.

“State colleges and universities can typically ban encampments without violating the First Amendment as long as the ban serves a reasonable purpose, is enforced consistently and in a viewpoint-neutral manner, and students are provided with other avenues for expression. Universities cannot disproportionately punish students simply because the administration disagrees with the viewpoint expressed at the encampment,” said Lindsie Rank, FIRE’s director of campus rights, in an email to the Daily Caller News Foundation.

Universities across the country have been confronted with protesters defaced school property, left debris and attacked police officers. At Columbia University, hundreds of protesters were arrested and a Jewish student filed a lawsuit against the university, accusing the New York school of failing to adequately protect Jewish students.

The poll, conducted by FIRE, was part of an AmeriSpeak probability panel conducted by NORC at the University of Chicago, which surveyed 1,309 Americans. The overall error was +/- 4%. NORC is a nonpartisan research organization that works with clients to conduct research and analysis.
