4 people arrested, 1 wanted in connection with botched plastic surgery in South Florida – NBC 6 South Florida

Four people have been arrested and a fifth is being sought after police said several people were injured during cosmetic surgery performed by unlicensed employees at a South Florida clinic.

In a press release Tuesday, Port St. Lucie police said their investigation began after receiving complaints in May 2022 that cosmetic surgical procedures at Cosmetica Plastic Surgery and Anti-Aging were being performed by a physician’s assistant rather than a licensed surgeon.

Investigators identified four different adult victims who underwent various cosmetic procedures between 2021 and 2022. These included “360° liposuction,” “Brazilian butt lifts with fat transfer,” “tummy tucks,” and “breast augmentations” that cost between $6,000 and $22,900.

All four patients experienced various complications, including necrotic skin deposits that spread from the surgical sites, police said.

Some of the operations were performed by 51-year-old Adley DaSilva, who was only working as a medical assistant, police said.

DaSilva’s wife, 41-year-old Kiomy Quintiana, who is not licensed to practice medicine in the United States, performed some procedures such as Botox injections and treated some of the complications from DaSilva’s botched cosmetic surgeries, police said.

According to police, 52-year-old surgical technician Dianne Linda Millan, 74-year-old anesthesiologist Fermal Lee Simpson and a fifth, unnamed employee were also involved in the botched operations.

Millan, Simpson and Quintana were arrested on June 13 on one count of RICO – conducting or participating in an enterprise through a pattern of organized crime. Quintana was also charged with one count of grand theft as part of a scheme to defraud, one count of organized fraud and three counts of practicing medicine without a license.

DaSilva was arrested on June 14 on one count of RICO, four counts of aggravated assault with serious damage to property, one count of grand larceny as part of a conspiracy to commit fraud, one count of organized fraud and four counts of practicing medicine without a license.

The fifth employee is still at large, police said.

Cosmetica was closed in 2023, but police said they were still looking for more possible victims.
