Dispute over parking space led to fatal shooting in Export, neighbors say

A man is dead after a shooting in Export, Westmoreland County. Police say it was the result of a months-long dispute over a parking space. Pennsylvania State Police Trooper Steve Limani told Pittsburgh’s Action News 4 that police were called around 2 p.m. after shots were fired in the 5800 block of Madison Avenue. He said a neighbor shot another neighbor. Police said the man shot, Daniel Chicka, 65, died. One person, Matt Miller, 32, was taken into custody after the shooting. Limani said both men had guns. “It appears that these two neighbors had an ongoing dispute over a parking space, which is unfortunate because it escalated to the point where one of the neighbors shot the other and that neighbor subsequently died from the gunfire,” Limani said. Alivia Franco, who was in the area when the shooting happened, said she heard five to 10 gunshots. “We thought it was just fireworks,” she said. “We didn’t know what was going on.” As of Wednesday morning, no charges had been filed in connection with Chicka’s death. Limani said investigators are awaiting autopsy results and are hiring a video editing group to edit the surveillance videos and make them clearer. Miller was being held in the county jail on drug charges while police continued to investigate the shooting. An online filing showed he was denied bail after appearing in court via video Wednesday morning. The criminal complaint was not yet available. A note on the filing about the reason for the bail release said, “No conditions can ensure community safety or appearance. Unstable residence – ties exist to AZ.”
