Zachary man arrested for distributing child pornography

BATON ROUGE, Louisiana (BRPROUD) – A Zachary man was arrested after being accused of distributing child pornography.

41-year-old Matthew Duncan was arrested for pornography involving children under 13.


According to an affidavit, agents with the Louisiana Bureau of Investigations began investigating a tip from the National Center for Missing and Exploited Children (NCMEC) on July 12 regarding the possible distribution of child sexual abuse material.

The report came from an electronic service provider, Kik, and was dated June 28. The report revealed the username “Matt Duncan,” according to the affidavit. In the report, agents learned that seven files were shared with another Kik user. Six of the files contained inappropriate photos of female minors, according to the affidavit.

Two IP addresses were used to upload the child sexual abuse material. One of the IP addresses was associated with Cox Communications and the other with Verizon Wireless. The Cox IP address was geotagged for the Zachary area.

The affidavit states that a subpoena and emergency motion were requested and granted by Cox Communications. Using information from Cox Communications, agents were able to determine that the account and IP address were associated with Duncan.

Duncan was arrested and taken to the East Baton Rouge Parish Jail.
