Notorious New York serial sex offender Carl Phanor, who spread terror on the West Side, was convicted

A notorious serial sex offender who terrorized Manhattan’s West Side faced sharp criticism at his sentencing on Monday – after his victims described how he ruined their lives and even destroyed one of their 20-year marriage.

Carl Phanor, 31, who pleaded guilty to sexually assaulting his victims in several separate attacks on the West Side waterfront between March and November 2022, was sentenced to 25 years to life in prison.

Manhattan Assistant District Attorney Lauren Breen read statements from all the victims in court and described in detail how Phanor – a career criminal who had already been convicted of rape twice – terrorized the women and the neighborhood while the New York Police Department launched a manhunt for the mentally disturbed maniac.

“The woman who existed before November 3rd is gone,” said Phanor’s third victim, who went for a morning jog but wanted to take “a few more steps” and turned off at Pier 45 before being raped on November 3, 2022.

“This attack has robbed me of my sense of security, my marriage and the close bond I have with my children,” she wrote in her statement read in court, adding that her 20-year marriage “broke apart” after the attack and led to divorce.

The fiend’s second victim – a 48-year-old woman who was attacked on a morning walk a month earlier – said she had become a “hermit” suffering from PTSD and depression and could no longer celebrate her birthday without “being reminded every year of this attack that occurred five days before my 49th birthday.”

According to prosecutors, Phanor’s crime spree began when he attacked a 39-year-old jogger on the Hudson River Greenway, assaulting her, choking her and then sexually assaulting her.

New York police launched a manhunt for Phanor, who had already been arrested twice for rape before the series of subsequent attacks.

She recalled that on the “worst day of her life” she thought she was going to be “strangled to death.”

“I thought that I would never see my son or daughter again or see them grow up,” the woman said.

Phanor, who wore beige overalls and a mask in the courtroom, said he was “sorry for what happened” before being handcuffed and leaving the courtroom.

He told probation that he was under the influence of K-2 and could not remember any of the attacks, said Manhattan Supreme Court Judge Laura Ward. This put his confession in jeopardy during the trial until his lawyer, Adam Friedman, quickly interjected that Phanor was taking responsibility for his actions.

Locals told the Post at the time of the attacks that the man being sought was a “well-known figure in the neighborhood” and had been hiding in plain sight during the police manhunt, prompting some people to avoid the waterfront at all costs.

Police said at the time that they believed Phanor fled the city after his first attack and was eventually arrested as he tried to board a bus at the Port Authority Terminal in Times Square.

Phanor pleaded guilty in April to sexual assault, rape, attempted second-degree murder and other charges.

“Phanor’s violent attacks have caused far more than just physical harm, as many of the survivors continue to suffer deep emotional and psychological scars, and I stand with them as they continue to heal and process their trauma,” Manhattan District Attorney Alvin Bragg said in a statement.
