MSP now tells 25 Investigates that 2 police officers remain under investigation – Boston 25 News

DEDHAM, Mass. – 25 Investigates has confirmed with the Massachusetts State Police that two police officers working for the Norfolk County District Attorney’s Office are under internal investigation, a third officer has been investigated and the allegations have been determined to be “unsubstantiated.”

All three officers communicated via text message with Officer Michael Proctor, who used his personal cellphone to send derogatory messages about Karen Read to friends and colleagues in the state police force. Read was charged in the death of her boyfriend, Boston Police Officer John O’Keefe. The first trial ended earlier this month with a jury failure. A new trial date has been set for January 2025.

In an email first sent to investigative reporter Ted Daniel, an MSP spokesperson wrote:

“The Massachusetts State Police confirm that Detective Lieutenant Brian Tully, Lieutenant John Fanning and Sergeant Yuri Bukhenik are each the subject of an active internal investigation. The department respectfully declines further comment out of fairness to the integrity of the process and the pending results of the investigation. The officers remain full-time at this time.”

Later that evening, state police told Boston 25 News that the investigation into Lt. John Fanning had been closed.

“The Department’s internal investigation found that there was insufficient evidence to prove or disprove the allegation that Lieutenant Fanning violated rules and regulations by failing to perform his duties as a supervisory member. This allegation was determined to be without merit,” the State Police said in a follow-up statement.

Det. Lt. Tully is the chief of criminal investigations for the Norfolk County State Police. He testified in the murder trial of Karen Read in June. Tully spoke about the texts from Trooper Michael Proctor, who was suspended without pay earlier this month. In his testimony, Lt. Tully said he immediately reported Proctor’s text messages to State Police dispatch.

Sergeant Yuri Bukhenik is a detective sergeant with the Massachusetts State Police and was Trooper Proctor’s superior. He testified at the trial in June that Read told him she had been set up.

Lieutenant John Fanning also works for the Norfolk County District Attorney’s Office.

State police would not say what the officers are being investigated for, saying only, “Generally, the purpose of an internal investigation is to determine compliance with department rules and regulations.”
